MANILA – Operatives of the Philippine National Police-Criminal Investigation and Detection Group (CIDG) arrested three Chinese nationals for allegedly defrauding a compatriot of PHP7.5 million in Pasay City.
In a report on Tuesday, CIDG-National Capital Region (NCR) chief Col. Marlon Quimno said suspects Changao He, 36; Yong Pin Pang, 32; and Ming Wei Xiong, 33, were arrested in an entrapment along Diosdado Macapagal Boulevard, Barangay 76 past 11 p.m. Monday.
The operation stemmed from the complaint of Liang Xiao Hu, 34.
Liang told the CIDG-NCR that Changao offered to facilitate the release of his friend, who was arrested by the Presidential Anti-Organized Crime Commission (PAOCC) in January, in exchange for money.
Changao also claimed to have connections with the PAOCC.
The complainant initially gave Changao PHP5 million for his friend’s release. He failed to deliver on his promise and asked for another PHP2.5 million.
Upon coordination with PAOCC, Quimno said the suspect only used the agency’s name for his fraudulent activity.
During the operation, Yong and Ming tried to prevent authorities from arresting Changao.
Upon interview, Ming admitted that he was a former member of the Chinese People’s Liberation Army.
Changao was charged with estafa while his two cohorts were charged with obstruction of justice.
The three suspects were brought to the CIDG Southern District Field Unit Office for documentation and proper disposition. (PNA)
