MANILA – Four drivers have tested positive for illegal drug use during a surprise drug test dubbed “Oplan Harabas” in Baguio City on Thursday, the Philippine Drug Enforcement Agency- Cordillera (PDEA-CAR) said.

In a statement on Friday, Philippine Drug Enforcement Agency (PDEA) Cordillera Director Derrick Carreon said the four were among the 311 drivers of buses, taxicabs, and jeepneys plying the city who were tested for drugs by PDEA chemists, while the licenses and vehicle registrations were checked by officers of the Land Transportation Office (LTO).

Drivers who tested positive for drug use during the confirmatory test will have their driver’s licenses confiscated by the LTO pending the issuance of clearance by the PDEA.

“They will be referred for appropriate intervention, depending on the result of the drug dependency examination conducted by the DOH (Department of Health),” said Carreon.

For his part, Department of Transportation Assistant Regional Director Jose Villacorta said, “Their drivers licenses will be put on hold until the result is confirmed then appropriate actions will be taken.”

‘Oplan Harabas’ aims to ensure that drivers are fit and not under the influence of illegal drugs while transporting passengers safely to their destinations. It was implemented in accordance with the provisions of Republic Act 10586, or the “Anti-Drunk and Drugged Driving Act of 2013.”

Those testing positive must undergo a rehabilitation process, which includes health awareness, and psychological/spiritual/physical activities, such as counseling, moral recovery, values formation, personal and life skills, provided by the local government, before reclaiming their licenses. (PNA)
