MANILA – The Bureau of Jail Management and Penology (BJMP) has intensified efforts to safeguard persons deprived of liberty (PDL) and ensure smooth operation of jail facilities nationwide amid the rising temperatures and the approaching summer months.

In a statement on Friday, BJMP chief Jail Director Ruel Rivera ordered all jail facilities to implement strict heat mitigation measures and to closely monitor PDL health conditions, particularly in the National Capital Region (NCR), where high temperatures and overcrowding pose serious risks.

He underscored the need for proactive interventions to prevent heat-related illnesses and maintain the welfare of those under BJMP’s care.

Rivera said the BJMP has reinforced health protocols to address the effects of extreme heat, placing jail health personnel on heightened alert with jail nurses on standby 24/7 to respond to medical emergencies.

In anticipation of an increase in summer-related illnesses, including skin infections, the BJMP procured essential medicines as early as the fourth quarter of 2024 to ensure a sufficient supply.

Ventilation improvements, such as installing exhaust fans and ventilation shafts, to improve airflow in congested facilities were also prioritized.

The BJMP continues to strengthen its coordination with the Bureau of Fire Protection (BFP) to secure a stable water supply while measures are also in place to maintain proper hygiene and sanitation among PDL.

Beyond these immediate interventions, Rivera said the BJMP is also addressing jail congestion, a long-standing issue that worsens the effects of extreme heat.

Currently, the BJMP operates 484 jail facilities nationwide, with 142 newly constructed facilities to accommodate the growing PDL population.

Rivera reaffirmed the BJMP’s commitment to prioritizing the health and safety of PDL, adding the jail bureau will continue to implement measures to mitigate the impact of extreme heat while pursuing long-term solutions to improve jail conditions.(PNA)
