MANILA – The Land Transportation Office (LTO) will implement a major reshuffle of the chiefs of district offices nationwide to address underperformance, particularly in the distribution of plates and apprehension of unregistered vehicles.

In a statement on Friday, LTO chief Assistant Secretary Vigor Mendoza II said a memorandum has been issued to all regional directors, instructing them to conduct the reorganization at the district level.

The move is in line with President Ferdinand R. Marcos Jr.’s directive to ensure efficient and effective government services.

He emphasized the rollout of key LTO programs, such as the release of license plates and official receipt/certificate of registration within three days after the purchase and release of a new vehicle.

“While most of the district offices are doing well, a number of district officers are becoming complacent in their positions, especially those who have been holding the same office since the beginning of this administration,” Mendoza said.

A review of monthly accomplishment reports of the LTO showed a slowdown in the distribution of license plates, in addition to a significant drop in apprehension of unregistered vehicles and other violations.

“Because of this, there is a pressing need to wake up our frontline offices,” he said.

He called on all LTO regional directors to submit their recommendations for the reorganization of district officers.

“Upon review of your submissions, we shall immediately implement this,” he said. (PNA)
